Engage leadership, staff, and community stakeholders to ensure buy-in and trust.

4. Implement and measure
Support execution and track outcomes that matter, including attendance, utilization, health improvements, and long-term impact.

This is not a theoretical framework. It is a disciplined process built from decades of real-world application.
